Ramirez

 

Rebecca Reynolds-Ramirez, MPH, directs a NHTSA funded project to evaluate alcohol enforcement strategies in reducing impaired driving and underage drinking at the Pacific Institute for Research and Evaluation. She also directed the National Center for Alcohol Law Enforcement, which provided training and technical assistance to local law enforcement agencies to reduce alcohol related problems.

   

Mosher
James Mosher's (JD) pioneering work in alcohol policy has brought him international acclaim. His expertise includes underage drinking prevention, alcohol marketing, community prevention strategies, alcohol law, dram shop liability, and social host liability. He has also served as an expert witness and consultant in alcohol litigation cases. He currently serves with The CDM Group, Inc., a minority-owned management consulting firm that focuses on national, State, community, and individual health and well-being.

1:15 - 2:45 PM - New research directions

Scientists and public officials are updating our understanding of evidence-based public policy tools to mitigate adverse consequences associated with sale and service of alcoholic beverages. This opening plenary panel summarizes those findings and previews both international and US public health initiatives to prevent and reduce alcohol-related problems.
 •  Thomas Babor begins with an overview of Alcohol, No Ordinary Commodity, 2nd ed (Oxford University Press, 2010), representing a collaborative effort by international scientists to improve the linkages between science and policy.
 •  Sally Casswell will address the World Health Organization's progress for implementing a Global Strategy to Reduce the Harmful Use of Alcohol. During the 63rd session of the World Health Assembly, held in Geneva in May 2010, the 193 Member States of WHO reached an historical consensus on a global strategy to reduce the harmful use of alcohol by adopted resolution WHA63.13. The adopted resolution and endorsed strategy gives guidance to both Member States and to the WHO Secretariat on ways to reduce the harmful use of alcohol.
 •  Thirdly, Robert Brewer outlines the U.S. federal government response to excessive alcohol consumption, the third leading cause of preventable death in the United States and a risk factor for many health and societal problems, with reference to the new CDC Community Guides Preventing Excessive Alcohol Use.
    New New research directions in alcohol policy

Babor
 

Thomas Babor, PhD, is head of the Department of Community Medicine and Health Care, University of Connecticut, and directs an active research program. He is also regional editor of the international journal, Addiction. His research interests include screening, diagnosis, early intervention, and treatment evaluation, as well as cultural factors related to alcohol and drug problems.

    New Implementing effective alcohol policies: Global governance to reduce alcohol-related harm

Casswell
  Sally Casswell, PhD, is director of Social and Health Outcomes Research and Evaluation (SHORE), School of Public Health at Massey University, New Zealand. Her research interests include alcohol control policy with a focus on commercial marketing of alcohol products. She is involved in international alcohol policy as a member of the WHO Expert Advisory Panel on Drug Dependence and Alcohol Problems. Professor Casswell is also engaged with the NGO sector including GAPA (Global Alcohol Policy Alliance) and APAPA (Asia Pacific Alcohol Policy Alliance).
    New Alcohol and public health

Brewer
  Robert Brewer, MD, leads the Alcohol Program in the National Center for Chronic Disease Prevention and Health Promotion at CDC, and is a Captain in the U.S. Public Health Service. In this position, he provides overall management and direction for the CDC Alcohol Program, and has been working closely with the Community Guide to review the effectiveness of policy strategies for preventing excessive alcohol consumption and related harms.
